The lion's share of the funds - some 94% - will target new highway construction, the country's ministry of equipment and transportation said in a statement on Wednesday.
Another 2% of the money will be used to improve toll roads already in service.
The infrastructure development is being handled by the public-sector company Autoroutes du Maroc, which manages 611kms of the country's toll roads.
Some 486kms of highways are currently under construction, and ADM hopes to create a highway network stretching 1 500kms by 2010.
